Napo: Offenders not 'compliant people'

Harry Fletcher from the probation officers union Napo says that qualified staff are needed to deal with the complex challenge presented by offenders in trying to stop them returning to prison.

The government is announcing an overhaul of the prison service in England and Wales that will see low-risk offenders supervised by the private sector.

But Mr Fletcher says that while the announcement sounds simple, the situation is actually very complicated.
