How will government implement rules curbing immigration?

A fresh attempt to curb immigration was the centre piece of the Queen's Speech, but how difficult will it be to implement these and other measures?

Under the proposals, set out by the Queen at the State Opening of Parliament, access to the NHS will be tightened and private landlords will be forced to check the immigration status of their tenants.
