'Pay as you drive' system could reduce traffic jams

"Pay as you go" works for phones - but could it also work for cars?

A free market think tank claims charging motorists per mile would reduce congestion, lower taxes and give road users a better deal all round.

One of the people behind the research is Dr Richard Wellings, Head of Transport at the Institute of Economic Affairs.

He told BBC 5 live's Breakfast, external, "We see this as a way of making the road network far more responsive to the needs of drivers."
