Monmouthshire council limits bin bags to two a fortnight

Residents in Monmouthshire have organised a petition against plans by their council to limit them to putting out two bin bags of rubbish a fortnight.

From next month, the authority wants to encourage people to recycle more - and believes it will save the council money.
