Benefit changes 'causing chaos and saving no money'

Rent arrears are soaring in many areas and some properties are being left empty because tenants cannot afford to move in as a result of cuts to housing benefit, the National Housing Federation says.

The body, which represents housing associations, says the so-called "bedroom tax" is leading to a surge in rent arrears and more empty homes.
