Would double yellow parking boost High Street trading?

Motorists could be allowed to park for free on double yellow lines for up to 15 minutes under plans proposed by Eric Pickles.

The communities secretary's idea is to offer drivers an opportunity to easily park in town centres to boost High Street trading.
