Owner of guide dog: 'The police wanted to act but couldn't'

The maximum sentence faced by dog owners whose animal kills someone in England and Wales could be raised to life in prison. The Government is launching a consultation - asking people for their views on dangerous dogs.

Currently the penalty for the owner of a dog causing injury or death is two-years, an unlimited fine, or both.

Jim Moran spoke to BBC Breakfast about his experience after his guide dog, Carlton, was attacked by a bull terrier.
