'Significant problems' with CCTV camera parking fines
Councils and parking wardens have been accused of being overzealous in their issuing of fines.
Communities Secretary Eric Pickles has previously stated he thinks councils are using them to raise money - and are "bending the law" in the process.
Caroline Sheppard, the independent chief adjudicator of the Traffic Penalty Tribunal for England and Wales, has agreed that some councils have been too aggressive with their use of CCTV cameras to monitor parking.
Speaking to the Today programme, she said: "There are significant problems, not in every authority - but on the whole it needs looking at."
