PM: Andrew Mitchell owed apology over 'plebgate'

The Prime Minister says his former chief whip, Andrew Mitchell, is owed an apology after what he called the "unacceptable behaviour" of police officers in the so-called 'Plebgate' row.

Three police chiefs have been criticised for their decision not to discipline the officers over their account of a meeting with Mr Mitchell.
