Benefits changes: 'People will be left high and dry'

The government's approach to modifying benefits payments is "confused", a disabilities organisation has claimed.

Julie Newman, acting Chair of the UK Disabled People's Council, told BBC News that the organisation had produced a report in 2012 on the changeover from the Disability Living Allowance which predicted an increase in cost, rather than the saving the government intended.

Internal memos, obtained by the BBC, say the Department for Work and Pensions is struggling to deliver employment support allowance (ESA). ESA was introduced in 2008 to replace incapacity benefit.
