Are heavy lorries a menace on rural roads?

Local councils in England are calling for tougher powers to tackle lorry drivers who ignore weight restrictions, as they say they are causing bedlam on rural roads.

The Local Government Association says too many lorries are involved in accidents because they are driven on routes not built to take them.
