Councils call for tough punishments for rogue landlords

The Local Government Association, which represents local authorities, has said councils in England should have the power to jail rogue landlords.

It has described the fines given to those who commit housing offences as "paltry".

The Department for Communities and Local Government says it already has proposals for a black list and "fit and proper person" tests for landlords.
