'I'm scrapping changes to tax credits'

Chancellor George Osborne says the planned £4.4bn cut to tax credits is to be scrapped altogether.

He said in his Spending Review speech that he had carefully listened to the concerns over the plans and decided not to press ahead with them.

He can do this, he explained, because of the "improved" public finances.
