Covid restrictions: Matt Hancock says 'things will get worse before they get better'

The Health Secretary has announced that tougher Tier 2 Covid measures will come into force in London, Essex, York and other areas.

Matt Hancock told the House of Commons that the measures are "vital" to deal with the pandemic, and the decision to bring them in was made "with a heavy heart".
