Minister on fuel crisis: 'The situation is stabilising'
Kwasi Kwarteng has said that "the situation is stabilising" with regard to the fuel shortages in some parts of the UK.
The secretary of state for business and energy urged people should "buy petrol as normal" and said that the army was "on standby" to help.
