Why are some sex offenders getting only a caution?

Mary Rhodes asks why thousands of people are being cautioned by the police instead of going through the justice system.

Inside Out found that in the last year around 1,500 people have been cautioned for sex offences across England.

Lina Barnes from Corby was sexually abused by an older man from the age of nine, but was shocked to find police only gave him a caution.

She lodged an official complaint to Surrey Police who admitted there has been failings in the police investigation.

John Fassenfelt, chair of the Magistrates' Association, says the current system is "letting victims down" and those committing serious crimes like sexual offences should rarely be cautioned.

Following concerns, the Ministry of Justice is reviewing the way the police use cautions.
