HIA: 'Children raised in bleak lovelessness' in Sisters of Nazareth homes

Sir Anthony Hart says inspectors were aware of poor conditions in childcare homes in the 1970s and that one wrote of "bleak lovelessness" in Sisters of Nazareth homes in Londonderry and Belfast.
