Shadow Chancellor Ed Balls: We would halve deficit in four years

Shadow Chancellor Ed Balls said Labour would not be setting out detailed plans when George Osborne announces the Budget in a few weeks.

But he said if Labour had been in power, it would plan to cut the deficit in four years.

He said the Conservatives were "putting the economy into reverse gear" and it was "foolish" to raise VAT to 20 per cent last month.
