PMQs: Cameron quizzed over university fees by Miliband
Ed Miliband asked the prime minister about the number of universities set to charge the maximum £9,000 a year in tuition fees.
The prime minister said they "must go through a number of steps" if they want to charge the top figure, but could not say how many planned this.
The Labour leader said 18 out of 23 universities would be charging the highest possible level.
