Office for Fair Access (OFFA) role in university tuition fees

The Office for Fair Access (OFFA) aims to make universities take action so disadvantaged students are not discouraged from education.

English universities are being allowed to increase fees to up to £9,000, but some question why OFFA has not been using its existing powers.

Universities minister David Willetts gave his assessment of OFFA after David Thompson's film from York was aired.
