England riots: Society shares responsibility - Ed Miliband

Society as a whole bears responsibility for the conditions which led to riots across England Ed Miliband has said.

The Labour leader said that rioters needed to accept responsibility for their actions, but wider questions about what caused the unrest needed to be answered.

Mr Miliband said that a public inquiry was needed, rather than rash policy decisions made in the heat of the moment.
