Development Secretary Andrew Mitchell on Libya's humanitarian plight

The arrival of food, water and other supplies in Tripoli by road and sea has eased the plight of residents but most homes are still without running water and the power supply is sporadic.

International organisations are calling for a concerted effort to return the capital to normal.

UK Development Secretary Andrew Mitchell said "the humanitarian position remains extremely difficult" as the rebels consolidate their power, "but there are signs of progress".
