Money saving expert Martin Lewis, who is heading the Student Finance Taskforce to better educate prospective students, said "a lot of people have been scared off for very much the wrong reasons".

He said the fees should be seen as a tax, and many would never end up repaying the full cost.

He blamed politicians for failing to properly explain the repayments by using the wrong language which was doing more damage than the actual fees.
