Chancellor: 'Exceptionally difficult time'

Ahead of his autumn statement on the economy, Chancellor George Osborne has admitted that it is "an exceptionally difficult time" for the country.

Speaking on The Andrew Marr Show, he said that he would use "every tool at our disposal" to boost growth, including the government preparing to underwrite £20 billion in loans to small businesses.
