Budget 2012: 'Unfair' and 'out of touch', says Balls

George Osborne has defended plans to end age-related tax allowances for pensioners, however the HMRC says 4.4m pensioners will be on average £83 a year worse off.
Speaking on BBC Breakfast, Ed Balls said the Chancellor was "completely out of touch".
