Rail investment: Norman Baker and Maria Eagle
Transport Minister Norman Baker said Monday's £9.4bn rail plans, for England and Wales, would lead to the "biggest investment programme going on now that we have had since the 19th century".
He said these would be in addition to the planned HS2 line running from London to the Midlands, and later to northern cities.
But Labour's Maria Eagle claimed it was a "lot of re-annoucements and spin" - with some the money to finish projects already underway and other projects would not happen for several years.
Stephen Joseph from the Campaign for Better Transport and Baroness Valentine from the London First Group also gave their views.
