Lords reform: 'Tories bottled it' says Simon Hughes

The Conservative party "bottled" reform of the House of Lords according to Simon Hughes.

The deputy leader of the Liberal Democrats said that the coalition would move on and continue to have a "practical" relationship, and denied blocking Conservative-backed changes to parliamentary boundaries was "revenge".
