Should rich pay more in council tax?

Business Secretary Vince Cable has said Liberal Democrats remain committed to pursuing a property-based tax on wealthy homeowners, as a price for agreeing to welfare cuts.

Mr Cable said talks with his Conservative colleagues in the coalition were continuing, but as Tories have already ruled out a 'mansion tax', what are the options on the table for the government?
