Vince Cable: Immigration 'overwhelmingly' positive
The Queen has set out the government's programme at the State Opening of Parliament.
She announced 15 bills, with measures to control immigration at the heart of the legislative agenda.
Speaking in response to the Queen's speech, Business Secretary Vince Cable said increased penalties and regulation were needed in order to restore public confidence in the immigration system.
But Mr Cable insisted that migrants who come into the country made an "overwhelmingly positive contribution" to the economy.
