Council chief to urge funding shift
Current funding arrangements for local government in England should be scrapped, a council chief is to say.
In a speech in Manchester, chairman of the Local Government Association (LGA) Sir Merrick Cockell will argue funding should be decided by councils themselves and not by ministers.
Councils face a 10% funding cut in 2015-16, on top of 30% cuts since 2011.
