Bob Neill at Conservative local council election launch
Conservatives "deliver on local government... and all levels of government" said a vice-chairman as the party started its campaign for local elections on 22 May.
Bob Neill spoke at the launch in Newcastle-under-Lyme, Staffordshire, but was asked why there as so much emphasis and talk about Europe in the campaign for seats on English councils.
He said the government had returned powers to local authorities, and was allowing them to spend money according to local priorities and not dictated by Whitehall.
