Ed Balls: 'Labour needs to do better'

Shadow Chancellor Ed Balls says Labour has "more work to do" ahead of the 2015 general election.

He was speaking after Labour, the Tories and the Liberal Democrats all lost local council seats to UKIP - although the anti-EU party did not take control of any local authorities.
