Scottish Tory tax plans: Marco Biagi and Adam Tomkins

The Conservative Party is planning to offer Scotland full control of income tax as part of a devolution sweetener if Scots choose to reject independence in September's referendum.

The SNP's Marco Biagi said there was "now a consensus that says Scotland needs more powers", but he said the Tories had always been against devolution and asked if voters could really trust the party.

Professor Adam Tomkins, an adviser on the Strathclyde Commission, said "Scots don't want independence, they want greater enhanced devolution".

They spoke to Jo Coburn about devolved powers and taxation on the Daily Politics after Scottish Tory leader Ruth Davidson set out her plans.
