'Powerhouse' high-speed rail link will cost around £7bn

The Chancellor, George Osborne, has said the government will consider building a high speed rail link in the North of England, at a cost of around £7bn.

In a speech in Manchester, Mr Osborne said a modern, fast transport network would effectively join several cities into an economic powerhouse.
