Tam Dalyell on the West Lothian question

In 1977, Labour MP Tam Dalyell, whose constituency used to be called West Lothian, highlighted what he saw as a dilemma caused by devolution - that Scottish MPs would carry on voting on English issues but English MPs wouldn't have a say on matters in Scotland.

The issue became known as the West Lothian question.

Some 36 years later, BBC Newsnight's Kirsty Wark spoke to Sir Tam about the significance of the question in light of the Scottish referendum, in which voters said no to independence by 55.3% to 44.7%.
