George Osborne on benefit cap and youth unemployment

George Osborne said he would "abolish long-term youth unemployment altogether" when he announced a series of benefit changes, with the welfare cap falling to £23,000 a year,

The chancellor told the Tory conference that the changes would fund three million new apprentices which he claimed would offer the "keys of opportunity" to younger people.
