Ed Miliband: Cameron 'asleep at the wheel' on EU budget

Ed Miliband has accused the Prime Minister of being 'asleep at the wheel' over the EU budget in the House of Commons on Monday.

Mr Miliband said that David Cameron had let internal disagreements over Europe within the Tory party distract him from the issue.
