Ed Miliband promises 'root and branch' review of HMRC

The Labour leader Ed Miliband has announced that if he becomes prime minister, he will begin an immediate independent review into the culture and practices of the UK's tax inspectors.

Mr Miliband said the investigation into HMRC would begin immediately after the general election, and report by the end of July.
