George Osborne announces new powers for northern cities

The Chancellor George Osborne has announced plans to devolve more powers to major cities in northern England.

In his first speech after the election, Mr Osborne laid out plans to give English cities powers over housing, transport, planning and policing.

Speaking in Manchester, he said that Manchester should become a blueprint for other large cities as he proceeds with his plans for a "Northern Powerhouse".
