Queen's Speech expected to promise new laws

The Queen will open a new session of parliament this morning, announcing plans for an EU referendum, tax cuts for low-earners and an extension of Right to Buy expected in her speech.

However, the speech will not include detailed plans to scrap the Human Rights Act, which the Conservatives had promised during the election campaign.
