David Cameron to start EU renegotiation talks in Brussels

UK Prime Minister David Cameron will set out his EU renegotiation aims to all 28 European leaders for the first time at a summit in Brussels later.

The PM hopes it will pave the way for official negotiations to begin on the terms of the UK's EU membership.

But the BBC has learned that he accepts it may not be possible to change EU treaties before the referendum on Britain's membership, due by the end of 2017.
