Migrant crisis: Have Merkel and Hollande shown effective leadership?

Angela Merkel and Francois Hollande took the opportunity in the European Parliament to call for solidarity to deal with the migrant crisis.

More than half a million people have claimed asylum in Europe this year, according to the EU statistics agency, Eurostat.

The finer details of the controversial relocation scheme of refugees are still being agreed by EU Home Affairs Ministers, but there is still plenty of disagreement about how to deal with the issue.
