Winner "will lead country well" - Michael Gove
Michael Gove has said the government's first concern should be "the vulnerable and the voiceless, the dispossessed and the powerless".
The justice secretary thanked his supporters after being eliminated from the contest to be Conservative Party leader, in a second ballot of MPs.
Home Secretary Theresa May finished with votes from 199 Conservative MPs, Energy Minister Mrs Leadsom had 84 and Mr Gove had 46.
