Chancellor Philip Hammond on UK economy and surplus

The chancellor says the UK will "no longer target a surplus at the end of this Parliament".

But Philip Hammond told the Conservative Party conference that the "task of fiscal consolidation must continue", as he spoke about a change of policy since the George Osborne era.
