Hill tracks: Essential service or environmental damage?

Campaigners have been calling for new controls on the construction of vehicle tracks on Scotland's hillsides.

They say the tracks can amount to "environmental vandalism". Landowners argue additional regulations are not needed.

Planning Minister Derek Mackay has told BBC Scotland he is prepared to look again at the issue.
