Gordon Brown: 'Vow is a starting point' for more powers

The Scottish Labour party has been setting out its plans for further devolution for Holyrood.

Former prime minister Gordon Brown promised to take 'the vow' as a starting point for a stronger Scottish Parliament and said Labour would deliver: "New powers for the Scottish Parliament to deal with the two big issues that Scottish people have been most concerned about, and still are concerned about, and that is the creation of employment and social justice."

During the speech in Edinburgh, Scottish Labour leader Jim Murphy had earlier said his party would ensure more powers over benefits and housing should they win May's general election.

The SNP said the promise of a better deal was "absolutely farcical".
