Scottish Labour pledges stronger welfare powers in Scotland

Labour has pledged to give Scotland more devolved power if it wins the general election.

The former prime minister Gordon Brown and the Scottish labour leader Jim Murphy outlined their plans in Edinburgh, saying it would mean Scotland could pay higher pensions and benefits if the Scottish parliament could find the money to do so.

However, the SNP said the opinion polls were causing Labour to panic.
