Rent debts mount in Torfaen universal credit pilot

A leading economist says changes to housing benefits will result in a need for increased government spending on advice and support for tenants.

Under Universal Credit - the scheme to overhaul the benefits system - benefits will be paid to tenants rather than landlords.

But figures from a pilot project in Torfaen show tenants are going into arrears because they are struggling to cope with the changes.
