Police commissioners divided on devolving powers to Wales
Two of Wales' four police and crime commissioners (PCC) have taken opposite views on whether policing powers should be devolved to the Welsh assembly.
The Silk Commission report is expected to call for the move in a report to the Welsh government on Monday.
North Wales PCC Winston Roddick says the move is necessary unless there are good operational reasons against it.
Dyfed-Powys PCC Christopher Salmon says it will do nothing to cut crime while adding to costs and red tape.
Both spoke to Vaughan Roderick on the BBC Radio Wales programme Sunday Supplement.
South Wales PCC Alun Michael has called for policing to be devolved, while Gwent PCC Ian Johnston has said the debate should focus on whether the whole of the criminal justice system should be devolved.
