Valleys rail electrification bill row between governments

A leading transport expert believes that the UK government did agree to pay the lion's share of a major upgrade to south Wales railways.

It follows a row between the Welsh and UK governments over who will fund the project.

The First Minister Carwyn Jones says the UK government agreed to cover the entire cost of electrifying the valleys lines but the Westminster coalition says it has a deal with Cardiff Bay to fund the project.
